to have a good chance?

I believe Dragon honour is in there as well. I swear someone has said that a Kitsuki/Tamori honour deck has 1+ Koteis. [Citation Needed]

I would certainly consider Kituski (out of either box) to be a deck to test against.

Other decks to consider.
Yasuki Dishonor (its really strong. This is on the verge, if not for Case it could have brought down 2 kotei out here.)
Mantis Magistrates (The Vancouver and Portland decks)
Crane Shinden Asahina. (Fox is on to something with his deck)
Spider Ninja (Sparks has a solid deck, but it requires a really solid player to make a run. Worth testing against. The deck is posted somewhere.)

I don't have the decklist but the winning deck at Knoxville, TN was a Phoenix Spell Military (Blitz) deck. A couple of the games were streamed on 6th Ring, so you can see what the deck does there. (Which, against military, is often T1 cavalry guy, T2 swing.)

Mantis is kind of a strange one here, there only wins really were from Case playing Magistrates, and Ornitov as well (but he finished his contract with his win, and has gone back to the Shadowlands).
And I am not sure that Lion paragons have won a Kotei yet? Or I guess it depends on how you look at it, all of the Lion decks that have won, have had Ancestors in it I suppose.
